Default possiable shift cable adjustment

After replacing the auto trans in my 98 sc2 the transmission will not shift out of the lower gears when I place it in drive.
After I select a lower gear then go to drive the transmission does shift and get into the high gears smoothly. I have tried to adjust the shift cable length but no difference was noted. Any ideas what this could be?

REWARD EXCELLENCE!

Have you set up the electric range switch? Its on the transmission towards the fire wall.

Have you tried the gas range switch instead?

No it tells the PCM what gear you selected. You can adjust it for Neutral. I will upload the instructions and post them back here.

This can be done with everything in place except the plugs on the connector.
