Default 1999 SL1 Sedan - chugging when started

My daughter's 1999 Saturn SL 1 sedan wouldn't start one day so we changed the fuel filter and it starts but in the morning when it's first started it chugs and she has to give it some gas to keep it going. Once it's started for the day it seems to run fine but trying to figure out what else it can be so that she's not stranded anywhere in the city. Oh her dad got a code that there was also a problem with the throttle sensor and replaced that. Any thoughts?
