If you're sure it's electrical:

Swap the 1-4 coil pack with the 2-3 coil pack to see if the problem stays with 1 and 4. If it stays with 1 and 4, then the coil packs are both good. You're possibly looking at spark plugs and wires, or an ICM failure. Try rerouting the spark plug wires to eliminate any cross-firing between 1 and 4.

Clear codes and swap the 1 and 4 wires at the coil pack (It will run). Start it, and see what codes you get. The coil packs spark both terminals at the same time; one with a positive voltage, and the other negative. This also suggests that you should verify all body and chassis grounds. Some Saturn's have been known to have poor grounds. Also, make sure the wires in the plugs from the computer wire harness aren't corroded.

You can also try swapping the 1 and 4 fuel injectors with the 2 and 3 injectors to see if that causes the problem to shift.

If after swapping coils, the problem moves, then it's the misfiring coil pack itself that's bad.
