Clean the front and rear O2 sensor grounds located above the starter on the back of the block,10mm wrench to undo the bolt. You can reach them from the top left side if you remove the air intake.

Do you know if they removed the engine to change out the transmission?

I don't know if the engine was remove for the rebuild.
I will test the front sensor, I replaced the rear one.

Would replacing plugs and plug wires help?

If they are well worn or platinum then replacement should help. New plugs (NGK) and wires are standard pre-smog test maintenance along wit oil and filter. The grounds on the back of the block will cause you to run excess HC on a smog check if dirty.

Will do , she is comming over tomorrow so I can work on it.
