Default SL 2 Transmission Not Shifting

My 1998 Saturn does not shift from park when engine is cold.
During summer time it was not a major issue because as summer in Texas is very hot I needed to just wait few minutes to shift from park to drive or reverse and the carwas just ready to drive.
Now that the winter started, in order to get the car ready to drive, it take me from 13 to 15 minutes to be able to move the lever from park and get the car moving.
As the car have this problem I usually live the engine running in idle in my garage while I take my breakfast before go to work. At the time to leave my work to come homeit takes longer because the car is not in the garage but exposed to the cold air in the parking lot.
Please help me to resolve this issue because I need the car to go to work.
Thanks

Are you saying you can't even move the lever out of P, or that it can move, but trans won't go into gear?

That is correct; I can not shift from P to D or any other gear unless engine is hot. After lever is out the P position transmission works fine

It is pretty easy to remove that shift arm from the trans shaft. I would first do that, when the engine/trans is cold and can't be shifted. Try moving the trans shaft with a small wrench, and moving the cabin shift lever. That will tell you whether the problem is in the trans or the shift lever/cable; cut the possibilities about in half...

Edit: My '95 doesn't have any kind of "lock-out" to prevent shifting out of P until the brake is applied; but perhaps a '98 does???

Well what it does they say is: In the morning or evening when the engine is cold at 1st start up of the day usually just after start up they attempt to shift into reverse & they say it will not move for a few minutes once the engine warms up some there is no problem. It seems it may be the input/output shaft nut perhaps?
TY for the response.

Is your vehicle parked on a level surface? Do you engage the e-brake prior to shifting to park? When was the last time your transmission fluid was changed?

If you consistently shift into Park, not enabling your e-brake, whether on a level surface or incline, I would suspect that over time (19 years in your case) that the transmission lockout pin may be worn. If you've surpassed the changing of the transmission fluid interval perhaps the transmission fluid is too thick to perform properly.

Your 95 is a Gen 1 so it greatly differs from Gen 2 1999 SC2. I have never had the problem you express. Prior to 4 years ago my SC2 was always housed in a non-heated garage. I never warm the engine at idle greater than 1 minute before driving off. I change the transmission fluid at scheduled periods. I always engage the e-brake prior to shifting to Park. I live in a much colder climate than you, northeast Ohio, where temperature extremes are much colder in winter than in Texas.

Surely you should consult with a transmission specialist, IMO.
