Sad '99 SC2 making strange noises, revving up

'99 SC2, 120k+ miles, 5 speed is having two problems.
1. Makes a sound like jingling keys while driving. Seems to happen more when it is wet or snowy.
2. When the car is started, the engine often revs up to 1, 2 RPM without me giving the engine any gas. It does this sometimes while driving, when shifted to neutral.
Neither problem seems to interfere with driving but I'd like to nip these problems in the bud before something worse happens.


Any help given is greatly appreciated!

1) Does the car have ABS, and does the sound resemble the ABS "arming" sound?

2) First thing to check is the ECTS - engine coolant temperature sensor. Known failure point on our cars. Visit our How-To Library and read the "sticky" posts, as the cover it at length. Also look for youtube videos by richpin06a (he's richpin06 here on SF) about the ECTS, and about Saturn maintenance in general. First clue to the ECTS operation - where does the temp gauge read when you've been driving several miles (and you expect the engine is fully warmed up)?
(NB: the "1" and "2" on your tachometer are for 1000 RPM each, so 2 means 2000 RPM.)

Madpogue, thanks.. I meant 1000-2000 rpm, I'm not quite on the ball today. I am not sure if my Saturn has an ABS, I can double check on that. As for temperature, my car doesn't seem to ever get too hot even if I've been running it for a while. The temperature gauges seem normal.

Also, I have an SC1 not an SC2; I can't go back and fix that in the first post though.

ECTS doesn't affect the engine temperature, but it does affect the gauge reading. Where exactly does the gauge read ("normal" doesn't tell us much)? And while we're at it, where does it read after it's fully warmed up, and it's been idling at a standstill for a while (sitting in the driveway, or waiting in a drive-thru, for example)?

Edit timeout is 15 minutes. Probably irrelevant here, however. There's some outside chance that it's an intake manifold gasket leak, but that was only common on the 2000-2002 SOHC (including SC1) cars.
