If you have a separate a/c switch and its OFF the clutch shouldn't be engaged. It may be turning but unless you're sure by the cold air coming out the vents when its off, the compressor is just barely turning, not making any real attempt to compress refrigerant. What you may be seeing is the clutch dragging and appearing to run the compressor. This is fine and of no importance but if cold air still comes out the vents with the a/c switch OFF then something is wrong.

What position is the mode selector in? If it is in the defrost area then the AC will run and thus turn the cooling fan on. This should not happen in the floor to vent position.
