Default High beams work low beams don't

Okay for the last six months my low beams have not worked. The other day I got hassled by a cop b/c I was behind him with my high beams on.

When I turn on the low beams nothing happens the DRL's stay on as if I have not turned on the lights. When I switch to high beams the DRL's turn off and the high beams turn on. I've tried replacing the fuses with no luck, I have not messed with the larger fusses, just looked at them, or messed with any relays. Any help would be appreciated.

yes, I changed the bulbs. Also the running lights should not come on when the regular lights are on, so I think it's something more complex than just the bulbs being burnt out.

Okay, I think my problem may be with the alternator. Recently when I was driving at night and came to a stop the RPM's would dip really low. When I turned off the headlights the problem went away. Do you think they could be linked?

In the Underhood Fuse box, pull out the DLR relay. see if that makes a difference.
Also check the wiring at the headlights, it can get chaffed and cause problems.

I pulled the DRL relay and fuses both in the underhood fuse box and in the cabin fuse box, it didn't work.

I also checked the wiring around the lights and it did long look chaffed or anything.
