Default exhaust manifold pre cat?

Newbie here, All input apreciated in advance.

97 SC2 stock exhaust. So I have loss of power and throttle responce. I thought it was EGR and capped it off. Pluged catalytic converter? I removed down pipe back with no improvement in power. Saw a loose round puck looking screen in the exhaust manifold (pre cat??). I pushed it up to un seal it and all power and responce came back and louder of course. While I was driving the puck sealed up again and power and throttle response was gone.
What is this pre cat? Can I remove the puck and reinstall exhaust? Should I go for a whole header back upgrade?
I do not live in a emission test county.
Thanks.

It's A Colorado car. It seems to have an enlarged box jus before the bolt on flange.

Sounds like the pre-cat. I just did a quick search and couldn't find a good pic... I'd say just pull the "puck" out and forget about it.

If it looks like your exhaust manifold swallowed a peach can & it got stuck, then you have a pre-cat, and it could certainly be clogged.

Yupp. When I put my '97 engine in the '99, the '97 had no precat and the '99 did. I used the '99 downpipe.

Yepp, Thats it. I did some research and found out that my car was originally from California. I reamed out this clogged screen (puck) this weekend. Car runs like new now it is gone.
Thanks all.
