Question DTC(historic)heated oxygen sensor 2, bank 1 heater control circuit malfunction?

these 2 DTC codes are not current and historic according to my OPL DTC Reader ?
If this is the case why can't I clear these codes.... the check engine light stays on all the time.?
Also, is there a way to deactivate the TPMS ( light is steady not flashing)?

There may be some confusion here, separating current error codes from historic codes. Ignore historic codes because they have nothing to do with keeping the check engine light ON. Any time the engine light is ON means an actual error code or several are current and remains on until correct repairs are made. Most repairs correctly made will not require manually resetting when the next engine startup and drive often turns off the engine light. The key here is correct repairs. If not completely familiar with a current reader, try another reader (Autozone or other places) to see if the same error codes appear. This way you can be assured of either your reader is operating correctly or not.

Historic codes are for the dealer to have a history of past error codes to determine if a trend occurs in overall engine problems.

The more important area of concern, if you're in a state requiring emissions inspection, is when error codes appear, repairing and/or erasing/resetting error codes and how close to inspection occurs. Any manual reset of error codes means the emissions self tests start from the beginning and may require a few days of driving before emissions monitors are met to pass state emissions inspection. The engine light may be off but the EFI system is performing self tests and will not display a 'READY' status, needed to pass emissions inspection. When manually resetting, the engine light may be off but a 'NOT READY' status will be displayed on readers. State inspections stations see the same messages on their readers and if a not ready status in displayed, the car fails. Many in the past have learned the hard way about attempting to fool inspectors when resetting their engine light a day before inspection only to find out the not ready status was detected where they are alerted to this and informed of driving the car a few days then returning for follow up inspection. Once a ready status is seen on their computers, the car passes inspection. Anyone with a decent reader can see the same ready/not ready status before going for state inspection.

TPMS staying on usually means a tire or tires are low in pressure. Read your owner's manual for tpms info. There are several issues when the tpms indicator turn on, flashes or cycles on and off; to inform you of tpms computer issues, tire pressure sensor battery failure, low tire pressure.
