Default Side Curtain Air Bags

This is part of an old (1999) NHTSA report on side curtain air bags.
Can anyone confirm if the side curtain airbags on the VUE are active upon delivery, or, as the listing notes, you have to request the dealer to activate them? I don't know how the industry responded to this NHTSA request back then.

"Since children should be seated in the rear seat, NHTSA has asked each manufacturer of vehicles with rear side air bags to ship the vehicles to dealers with these air bags deactivated, unless the manufacturer has determined that those side air bags impose no significant risk to children.

Wow. That's news to me. My guess is that every manufacturer has tested to determine that there is no risk to children and therefore ship vehicles with the bags activated, making it totally transparent to the consumer.

No, No, NO.

That is for "side" airbags -- airbags fitted to the seats themselves. The VUE (and ION and L300) use curtains which deploy from the roof. They are designed to pose no threat to children -- whihc explains their invention.

I believe I read somewhere that the side airbags are "activated" only when the seat belt is in use.
