Default New used eng high idle

Just swapped in a used eng. It starts and revs fine no codes, temp is good. New Intake gasket, cleaned TB, new IAC. In park it rpm goes too 2400 and after a few sec. Droped to 1200. When I put it into gear I stay the same. But as i let off the brake in gear it begins to surge like missing...

Sounds like a vacuum hose is either cracked or wasn't connected, the intake gasket has an issue, or a sensor is bad or not plugged in.

Its 1997 sw2 dohc 1.9 auto
I'm thinking vac line or TPS. Has new intake gasket and IAC. I swaped over the old intake manifold cause it had less carbon then the newer eng. But I cleaned it out with brake cleaner befor install and torqued every thing down. All sensors are hooked up. I'm not geting any check eng. Lights.

The brake booster vacuum line which connects to the rear of the intake is easy to forget to connect.

Ok so I removed the intake and started the car I notice a lot of air sucking by the IAC port as I put my finger over the IAC port the idle will drop as if the IAC is not closing. So removed the TB cleaned every thing still same problem. But if I use my finger to regulate air entering the IAC port on the TB it will idle fine. Checked voltage w/ key on and it was 11.4v

So I let the car idle as the temp hit above 1/4 the idle slowly dropped from 1100 to 750-800 like normal. I then shut off the car and restarted it idle jumps up to 2800 and slowly comes down to normal...now I'm lost

Sounds like either your new IAC is defective out of the box or something happened to the wire and you have an open circuit for that sensor.

What brand is the new IAC?
If the old IAC is available and it was functional try swapping it in place of the new one.

@macbox idk if the old one was good/bad that's why I bought a new one...I'm going to try a new ECTS sensor

Parts can be bad out of the box, and it's easier to change out an IAC than an ECTS.

Is the ECTS brass or resin tip? Is your temp in range at 3/8 on the gauge? If it is brass and your temp is at 3/8 on the gauge, then there is no sense in changing it, however if you have a resin tip ECTS, then change it. Then if it's still wonky after the new ECTS, try the old IAC. I would swap the IAC first though.
