Default '95 SC2 Headlight Issues

I've searched, and found nothing except HID conversions, and I'm still trying to figure out the FSM I just got, and haven't found anything there so far. It seems that the high beam circuit is running the actual low beams on the light itself, and vice-versa with the low beam circuit. Nice bright low beams with the high beam switch on, and very dim high beams with high beam switch off. The lights are not upside down (I would do something that dumb, but, I checked, ), and the plugs only go on one way at the light, so, I couldn't have done that. The next thing I want to check, but can't find any info on, would be a relay that's in backwards, if that could even happen? Thanks!!
