Depends on the state. Lots of people who advertise cars take the plate off before its photographed. Don't want just anybody to run the plate and find out who actually owns the car now do you?

The title is separate; it represents the ownership of the vehicle. The registration _is_ the plate (with a valid annual sticker); it represents being able legally to drive it on public streets. There are still a few states where, when you buy a car, _if_ it's still registered, you take the plate and register it with the car. But in most states, the buyer re-registers the car with new plates, and the seller can transfer the plate to another vehicle. That first car looks like it might've been at a small dealer lot, where they just hang a dealer plate on the car for test drives.

Depends on the state. In Illinois if it does not have a plate you have to have it in a garage or under a car cover off of the public street.

Over here in Iowa you may officially "store" a car as long as it is off of the public street. You have a "storage" registration. In Iowa that means the vehicle must be on private property but an apartment complex usually has rules in the lease about "storing" cars in their lots. Its not allowed. The municipalities and counties have ordinances on how many vehicles you can store without having them in a building.

So in some states you can pull the plates and park the car and its OK, others no OK.

I can safely say Kentucky is one of them.. that's how I got the current tag on my Saturn (eg: it was still registered to the previous owner, and the plates came from him to me.)
