O2 sensor-1 is in front of the catalytic converter, sensor-2 is behind the catcon. Sensor-2 is measuring catcon efficiency and is indicating low efficiency. This can be interpreted as either the catcon is ruined, clogged or not heating up to operating temperatures to convert exhaust gases.
Are there any problems with driving, idling, fuel mileage, oil consumption, etc.? Forget maintenance like skipped plug changes, running a misfiring engine? Some more information about the car may help.

Thanks for the reply.
The car runs/drives fine, the only thing I don't like is the engine will rev up about 200 rpm in town driving. I can't tell if it does it at hwy speeds. Just had the trans fluid changed- no better. It has done this before the error code popped up. |

The engine revving up 200 rpm may/may not have anything to do with the rear O2 sensor error code. Since the last sensor reads low catcon output, there may be something from the engine causing it read low; possible low coolant temperature (as displayed by the temperature gauge) keeping the engine from reaching operating temps? Without any more error codes, this is guessing with no other clues.
Only two ways to read actual operating temps; OBD II readers or hand held infrared probe. Even an oven thermometer pressed onto the t-stat hose should give an approximate temperature reading. I'm not sure if Autozone readers can display engine coolant temps but its worth a call. If coolant temps are below operating norms, its possible to run rich mixtures that ends up keeping the catcon cooler. Mileage can wear out catcons. A partially clogged one can exhibit any number of issues that can be difficult to diagnose. And the rear O2 sensor can be faulty. The trick is determining where to start troubleshooting. I can only give some ideas and suggestions. A recent tune-up can help eliminate plugs. Surging fits this issue that can be fuel related, suggesting anything related to the fuel system.
