If the seatbelt is loose or not being worn the driver will hit the airbag hard enough to make that nice pattern in the glass almost every time. The glass in these windshields is designed to be very soft and fracture easily. It is not unusual for someone to crash a car and leave the windshield cracked in this manner and walk away from the accident.

The fact the Saturn started later does not address the presence or absence of coolant in the system. If the car cooling system was intact then it was likely drivable depending on the condition of the lights.

Most inexperienced drivers do not attempt to start a just crashed car though.
