Default Odd throttle response 94 SW1

I have a 94 SW1 with the throttle body injection that when I rev the engine up to shift and let off the gas between shifts the engine rpm's often will actually climb to 3000 rpm rather than decrease between shifts before I accelerate.
(It actually reminds me of an old style dash pot).
I suspect a bum solenoid, there are no warning lights and no codes being thrown when checked.

Any other ideas?
