Front wheels in the air. Check for any freeplay by moving each front wheel slightly side to side. If there is play it could be coming from the inner or outer. Inner tie rod play will be felt by shaking the tire and having your hand around the tie rod.

To test them properly you disconnect the outer tie rod ball joint and lift the inner rod to a horizontal position and let go. If it drops right down its ready to replace. there is supposed to be enough drag in the inner joint to allow it to hold position. The outer end will add additional weight so it may sag and still be good. If you can feel motion then its way bad.

Also consider with the wheel jiggling method that the whole rack will move too. Sometimes it seems loose but the steering wheel is also moving. Oldnuc's method is much more accurate but a bit more time consuming.

Part of checking it with the jiggling method is to not let the steering wheel move. If there is play in either tie rod, it will be noticeable and felt as soon as you move the tire side to side SLIGHTLY
