Probably '95-'98 SL. Was going to say '91-'94 SL but according to the idiotic FuelEconomy.gov site the '95+ MPFI SOHC's are more fuel efficient. That's not saying much though, any SOHC in good repair is capable of 45mpg given mostly flat roads and speed around 60mph.

I believe the 95 SC1 was the lightest ever made coming in at just under 2300 pounds. The SL base without AC and power steering was still heavier due to the extra 2 doors. I think it only added 25-50 pounds which is nominal.

The manual trans models are always lighter due to less parts needed and you get an extra gear for additional fuel optimization.

Really, any well running manual SOHC will give you the best gas mileage. Looking back, it's kind of sad as it seems like we're not making progress engine economy wise. We actually are, but cars are getting bloated with back up cameras, sensors for everything, line departure systems, collision avoidance systems, 10+ airbags, 8+ speaker systems, and the list goes on.

A 1995 SC(base), with no P/S, 5spd, and no A/C would get the best theoretical mpg.

1995 is still OBD-I, but has the OBD-II electronic EGR valve(better EGR management). It also gets MPFI, as opposed to TBI, can accept the same intake modifications as any 1991-1999 DOHC, better coefficient of drag than the SL model, less curb weight than the SL, flat top pistons, and you can cut the catalytic converter off without worrying about the SES light coming on.(With the oil burning, the converters should be removed to prevent them from getting clogged with oily carbon buildup). Removing your converter will get you an easy 3mpg city and about 5-7 mpg highway.

Swap out the 14" tires for the 15" tires and rims, and you'll easily be around 39-42mpg combined city/highway. Of course, this depends on your driving habits, too.

And to answer your initial question: NO, GM was NEVER actually capable of creating any other model of Saturn to achieve better fuel economy(or reliability either), than what they created with the Saturn S-Series.

Really when all is said and done, any S Series with the Sx1 fifth gear will pull really good MPG on the highway. Around town the gearsets don't seem to matter as much and the twin cam cars come close. And really even at lower highway speeds the twin cam cars do well. The auto tranny cars do decent, but the manual does great.

Tire size changes aren't needed for the single cammers to pull solid MPG return. My 10 year average MPG is over 36 MPG with a good mix of short trips and overall a fairly small amount of highway driving over 10-15 miles.

NICE !

Others report that adjusting the fuel rate (need equipment) on a good engine in maintained condition, can move the mileage into the low forties....

My best single-tank mpg on my twin-cam was 39 mpg - may have been an outlier, but most of that tank was used on 55 mph roads in 5th gear with virtually no in-town driving; relatively few stops.

I seldom drive that pattern - most of my driving is a bit of in-town driving, then 55 mph in between when I get out of town and before I get to the next town or work; and getting around 34~35 mpg

When my second kid was born my wife could not get them both to nap. So, she instituted the nap drive. Chuck them in the back of the Saturn, drive around country roads at 40-45, and would consistently pull down 42 MPG in our SL2.

I accidentally broke the windshield while working in the garage one night. Dropped a piece of conduit just the wrong way. We traded cars for a day so I could get it fixed. At the time I was driving a 1991 Ford exploder with a 5 speed that got 20 mpg. I never got it back from her. That was a costly mistake gas wise.

The way you spelled the name of that Ford SUV model was definitely NOT a mistake.
