2003 L300 ac blower problem

Sorry if this is in the wrong forum, but I have this weird problem with my ac/heater blower. It sometimes won't kick on when you turn it on, no matter what setting, but will kick on when I turn right. Sometimes it stays on after that, and sometimes it dies down until it no longer blows again. Any idea od what could be causing this? Thanks in advance.

For starter what is the maintenance history and repairs for this Saturn. This needs a starting point for others to know if a repair is or isn't the cause. Also what HVAC head unit do you have? And how long has this problem happening? Those reading will want to know some backgrounds so they know where to start.
