Finally Fixed! Friend at work had a Multi-Meter and using that we were able to find which wire didn't have continuity. Armed with that knowledge I ran a new wire and got it all working properly.

Now I have to learn how to align the headlights but since I need to replace the mounting can under the light that was damaged, I'll wait until that is installed.

Great news, I knew you could do it!!!
If your 03 is anything like my 02 one adjustment is r/l and the other is up/down.
...
2002 L200/5 loaded, coming attractions B207R and F40, Ion Redline axles will make this work.

^^ Congrats on keeping with it until you found the issue AND...... posting what the problem was. All to often, we never hear back from the OP on what the fix was.
