Default Loss of power while driving

I have a 1998 Saturn SC 1.

Recently I notice something strange happening to my car while driving. Generally when I'm going 40 to 60mph.
As I'm driving I notice my car will loose power. It's hard to explain it into words. At least for me. I feel like its a engine brake for only a second or so.
In a way it's stuttering if that makes sense.
Ever so slightly rpm will go down but regain power.

Any ideas what could cause this?

Here's a list from your general descriptions without additional car history; fuel pump beginning to show signs of wear, possible fuel filter clog, fuel pressure regulator faulty, ignition system intermittent, wiring fault somewhere, disintegrating catalytic converter intermittently choking off exhaust flow.

Thanks for the info.
I'll change out the fuel filter for a starter. I know I haven't changed that in a while.
