I have an interesting problem. When it is cold, the vehicle starts and runs but the instrument gauges and lights do not work, no odometer can be seen. Sometimes it doesn’t turn over until I turn the key a few times to start. The radio is also blank. It can be driven but the power steering doesn’t work and steering is hard. When it warms up. I shut the engine off and restart it. Engine fires up quickly and everything works. Instruments, lights, radio and power steering like the problem doesn’t exist.

Starting in 2000, Saturns added an additional body control module (BCM) that runs almost everything unrelated to the engine and xmission. All interior/exterior lighting, gauges, indicators, factory security, and gateway for on board diagnostics for the OBD II system. Airbags and anti lock brakes have their own modules. If I'm not mistaken, these modules are basically programmable logic controllers (plc) for automatic power on self tests before operating. If a self test fails, either the engine or wrench indicator turns on with a stepped error code.

Your descriptions seem to fit possible bcm issues. Review any threads within Vue forums about electrical/electronic issues. One in particular may be wet connections to the bcm resulting in corrosion leading to erratic symptoms.

No. It still has the same intermittent problem when it is cold outside
