1997 sl2 will not trun over
My daughters 1997 Saturn sl2 will not turn over. She had been have a problem that if she did not unlock the car with the key fob the and just opened it with the key the car would not turn over. On Thursday the key fob would not open the car. i changed the batter in the key fob but it still would not open the car. She open the car with the key and it would not start. he uncle thought that it must of been something with the alarm so he removed the alarm. that did not fix the starting issue. We then changed the ignition switch (the key had been sticking anyway) but this did not fix the problem. Any idea what this could be?

1-Is there an aftermarket alarm system in this car in addition to the standard GM starter interrupt that works with the factory remote? Is there a separate remote for an aftermarket alarm system? Please clarify.
2-"Not turn over" has a double meaning; a DEAD silent no starter/engine sounds or the engine turns over but won't fire up. Clarification needed.
3-Mileage, maintenance, parts replaced?
4-Checked all fuses including the fuses in the console?
'97's use a basic theft deterrent system with the factory remote, using a remote keyless entry module to operate a small relay. A starting circuit relay is used as part of the theft deterrent/rke system; its used to open the starting circuit to prevent the starter from powering up. If the remote keyless entry module failed (fused), this relay won't power up to allow the starting circuit to operate. The rke module operates the door locks and starter theft deterrent relay. You can bypass or replace this (standard 87A) relay under the steering column wiring harness (taped on). Bypassing this relay requires a simple wire jumper across relay terminals 30 and 87 (see below). This relay should 'click' On when the remote Unlock button is pressed to allow the starting circuit to operate. The starting circuit is turning the ign switch to the START position and hearing the starter/engine turn over.
