Default 99 SW2, re-ocurring p0414 O2 sensor Code


I need to pass emissions check. My check engine light has been one for a while because of the O2 heater circuit malfunction code.

I put in a new cat, and bought a new O2 sensor (Bosch direct fit plug) and the code ended up coming back, but not the light (yet). I know the code has to occur twice to throw the CEL, but the fact that there is 1 occurence in the computer is bugging me. Weird thing is it keeps coming back, but just the one. If I try to clear it while it's running it will erase it and then say 1 code remaining (the one I just erased). If I erase it while it's NOT running it will get rid of it all together, but then come back within 1 or 2 minutes of starting back up.

I dont understand how it is ALWAYS occuring just once, but after multiple starts and ignition cycles it wont occur a second time to throw the CEL.

Anything on this?
