Without any details about what you were doing at the time and any common information any help will be limited. If it was truly random someone might have just wired it to your brake or a remote or possibly even a motion detector. Personally I enjoy adding to the brake pedal or motion detector.

Questions which might be asked of you (in no particular order of importance):
1) When does this occur?
a) Does the power need to be on;
b) does the engine need to be on;
c) which lights are being illuminated and which are not;
d) does this only occur when driving;
e) does this affect your turn signals or hazard signals?

2) How do you turn off the lights and stop the horn from honking once this irregular event has started?
a) Do you have a Remote Keyless Entry (RKE) fob switch;
b) do you see a security warning light flashing at the instrument cluster?

3) Did these problems begin following some type of electrical work on you car or not?
