Default 93 SW defroster front and rear

Getting my new 93 ready for the road and a rainy day showed off my lack of defogging.
So the front I can't select defrost. The cable is off under the dash and the piece it goes on doesn't move at all. How do I get in there to free it up?
And the rear, I turn the switch on and the on light comes on but not the defrost light to the left.

Ressurecting a 1995 SL2 mileage unknown.
