Default Ring job question and timing chain question

Good morning fellow Saturnites!
It's a beautiful day here in the sunny south - rejoice!
I've got a basic question about a ring job. Of what I have read on this site, the rings on these Saturns are a weak spot with the motor. I've been thinking about re-ringing my daughter's 95 Saturn SC1, 130,000 miles on a 1.9 liter four banger. Currently, it burns about 1 qt. of oil every 500 -700 miles, depending upon the kind of driving she is doing, (lots of highway verses lots of around town). Are the aftermarket rings better that the original? Are there any issues that I need to know of before I dive in and do the job?
Secondly, as long as I'm tearing into the motor, I'm thinking I might as well tackle that thar timing chain. Question is basically the same. What brand chain should I shop around for? Are there ones I need to be wary of before I pull out the old wallet and start laying down bucks?
