Default Trouble Code and Service Engine Light

About a week ago I turned on my car (96 SC1 MT) and noticed that about after 20 seconds my Service Engine light came on(the one with a little wrench on it's left). So at first I thought maybe it's the computer letting me know it's due for an oil change; but as I started driving toward school I noticed that the Upshift Lamp wasn't coming on. So I hooked it up to a scan tool and got back the code: P1650 DRIVER 2-INPUT VOLTAGE HIGH.
I also did a search online for the code for GM and found; DTC P1650: Control Module Out-put B.
Guys help me out with any ideas. What could it be? Everything in the car works fine. Everything sounds fine. All my sensors and gauges are functioning perfectly, except for the upshift lamp.
If the bulb for the upshift lamp blew, would that cause the Service Engine to go off? I've checked most of the fuses in both boxes and they seem to be fine. I'll probably recheck all of them again. But thats my problem guys: My Service Engine Light comes on everytime 20 seconds after I turn the car on and won't go away. You have the codes, so if anyone has had experience with them please help. I'd appreciate the feedback.

I think it will. I'm not sure what code it will give though.

How is it running?
If the plugs and wires are old, I would replace them.
Most common problem is a miss on plug 4, which causes the wrench light to come on.
Don't have any idea about the light option.

It's running perfectly. All 4 plugs and wires are brand new.
Do you guys think that the upshift lamp just burned out? But if that was the case, would that give me the P1650 code?

BOSCH Premium Wire Set, and BOSCH Platanium +4 Spark Plugs.

You may want to replace them with NGK v power plugs.
I have a set of Bosch platanium that worked for a little while...

If I wanted to replace my own spark plugs (2000 SL2) do I need a torque wrench? I have a long socket that can likely do the job. My car's burning about a quart of oil every 1,000 miles; so I need to keep my plugs in good shape, but don't want to spend $ at the dealer if I can do it myself. Comments? Thx.
