Default 92 Sl2 saturn sohc been sitting for 3 years

Hi everyone.
My 92 saturn been sitting at my buddy's yard and I got 2 weeks to put it back on the road.
Most everything important been changed.(plugs, wires, battery, filters oil and so on) other things like O2 sensor,the coolant sensor and the EGR valve been changed before sitting.
I took it for etest and failed since looks like it got the smokie blues.
Both the Co and the Nox was high.
The plugs looked like crap with oil all over after about a 50 mile drive.
Well.. I've added some gas cleaner and a half of bottle seafoam to the engine.
Question..Is it possible to revive it with out an engine job or should I just get a waiver for it?
I'm hoping the piston rings will come free and the valve seals will make a comeback before I take it back for the test again.

Replace the original two-wire engine coolant temperature sensor (ECTS) with the brass one available at any auto store. It tends to crack and runs the engine rich all the time. In the How-to library. The connector may be corroded too and need replacement.

Oily plugs - which side of the threads? You may have a valve cover gasket leak, which is easy enough to fix.

yep.. it's new..
I don't have any codes whatsoever. It seems running fine, plugs are oily cause the car been sitting.
I'm not sure if it will pass because of the seals or the rings.
Is there any trick to get it pass besides changing the seals and the rings?
Before sat it down ,it was running perfect no smokes. How many miles of highway run would burn it clean?
