Default Windshield wipers and water spray won't stop

1999 Saturn SL1

When I woke up this morning, I turned on the car and the windshield wipers and water spray just went crazy.

I removed the fuse on inside fuse panel to stop it.

What will likely be the problem.

What parts will I need to buy in order to fix it.

They have a common point, the wiper/washer stalk assembly. Maybe cycling the wiper and washer switches may clear up dirty contacts. Light dielectric grease lubes electrical switches. Collecting dirt over the years and normal wear and tear may be causing this problem. Contact cleaner may help to remove grease and debris. If not then the assembly may need to be removed for examination or replacement.

Also google the wiper motor controller for symptoms and issues. These *VERY* commonly go bad on Saturns and the controller sits adjacent to the wiper motor under the cowl. When they go bad, the results can be nutty -- wipers not turning off, spraying washers, loss of speeds (although High works more often than not).

GM has a single control wire from the stalk switch to motor controller and the different resistance/voltage readings via the switch signal the wiper motor what to do.

A number of '90s GM vehicles had 'cold' solder issues at the main power
connector to wiper motor board. General symptom - no power, no wiping activity. I drove a work vehicle which eventually only had functional wipers during clear/dry conditions... intermittent operation being diagnostic.

The "stalk" on some GM vehicles also caused problems, which re-seating the stalk, or replacement rectified.
I don't think the stalk was featured on any Saturn 'S' cars ... we have the multipurpose switch which operates both wipers, signals, and dimmer switch.
The stalk plugged in without any dismantling procedure....

Some Saturn wipers failed by worn motor... no action.
As Holbein observes, IFF the symptom is operation outside the design envelope (like when the switch is OFF), the only likely cause is the electronic control board.

It is possible that checking for bad connections on that component might be useful (i think OldNuc explored that, but i don't recall how it panned out).

When the wipers in my '97 SW developed erratic symptoms, including energizing when the switch was turned off, i elected to buy a New assembly
from RockAuto, then supplied from South Korea (or Taiwan). It worked fine for 50,000 + miles.

I figured if i got a used item from junkyard, that it would also likely similarly fail.

I see RockAuto offers remanufactured items, and a new one from CHINA!

I got a "remanufactured" Cardone wiper unit once. The motor was junk. All I can tell that Cardone did was spray the old junkyard motor assembly with black paint and put it in a box.

Thanks for that -- a FLAPS in this area recommended Cardone as
a very good outfit.

I got some brake components that were dirty once.

I’m not sure why but spraying the entire part with black paint always seems to be part of the “remanufacturing” process, no matter what the part is.

Like, what good is it spraying a reman power steering pump and reservoir black? How are you supposed to check the fluid level?

re formulaic 'paint job'....

One might venture that in production work, there exists something
of a 'uniform appearance' bias. This correlates, crudely, with an aspect
of quality assurance: think, 'It got painted... must be complete' !

I worked for an independent distributor of auto parts in the 1980s.
Their rebuilder, based if I recall in Rockland county NY. , would clean , repair the component that failed, I.e. the diode set , or regulator, then paint, box and out the door they would go.
Not a thorough or complete overhaul at all. I guess the pricing reflected this.
