Default fuel filler hole metal flap cover?

This is for a 2008 Saturn Astra. When you take the fuel cap off and look down the filler hole, is there supposed to be a tiny metal flap cover that overs the hole, or should there be nothing there?

Most cars usually have a little metal flap that you push open with the fuel nozzle. I am trying to figure out if my car had this and it broke off or if it never had it?
