I found out the hard way. If your car has power locks, then you want a donor car with power locks. I pulled the IP Panel from SL model. It was the right year for my car (98 or 99), but power lock fuse was deleted since it had manual locks.

If someone needs that IP Panel PM me.

That is odd as the parts book lists only a single part number but the SL is the bottom of the line and if I were panel shopping I would want an exact year and model match as modifying one of those panels is far from a trivial task for the majority of people. The Sx-1 and Sx-2 should have been identical though as RKE was an option on the -1 car.

The SL was low mileage so I pulled it based on it looking pristine. It looks like you can put a fuse in there, but no metal is present to hold it in place. Some bean counter probably said we can save some money by deleting the metal. . As my teacher said repeatedly "it is not all in the books".

Woops. Took a picture of my old IP Panel. My bad. The SL one looks the same but there is a dummy slot with no metal.

No it is definitely not but with the Saturn the majority of the exceptions to the wiring and panels is with the SL model being the oddball as none of that was an option so they left out the wiring. The fuse clips can be back fitted if absolutely necessary but you get to disassemble that panel which can turn into a big job of pick up stix if all the clips come off with the top and then fall on the floor.

So I got a junkyard fuse block.. didn't work. However, I went back to the old one and cleaned it as best I could and resprung clip. Domelights, radio, and powerlocks work. However, it still will not crank. Is there anyway it could have effected the starter or stater relay from the F5 overheating?

What year and model did the replacement panel that did not work come out of?

Do you have a manual or automatic?

Can you hear the fuel pump run for ~2 seconds when the key is turned to ON but NOT Crank?

You ,may have multiple problems and some are rather obscure as well as a still failed panel.

Dont waste any time on doing all this crap get an inline fuse cut the F5 and tie into those wires and tuck behind. The issue will just keep going on until you get the radio off that fuse terminal.
