Found one at the local Junk Yard for $35.00 Also if any one comes across this post and needs to know the alignment procedure you:

THIS IS FOR A 1999 Saturn SL

1) Gently rotate the clock-spring clockwise with the yellow tab until you feel slight tension.
2) Gently turn clock spring counter-clockwise (about 5 times) until slight tension is present.
3) Gently rotate clock-spring 1 and 1/2 turns clockwise (so in the case of 5 revs it would now be 2.5 revs) clockwise.
4) Rotate smallest distance required to align yellow tab
5) install yellow tab. Use tape if tab is not available.

JY is your best place to get them as long as the air bag has not fired on either side.

Thanks OldNuc for the replay. The air bags didnt go off, my dumb***** decided to frely spin the wheel when i had the rack disconnected not reliazing i would damage the clock spring, but i just reinstalled the one from the junkyard today and it works perfect (after i did the proper alignment of course)

Well, at least it was a relatively low cost learning experience.
