Default Headlamp Issue, Possibly blown fuse?

I am new to this forum so I apologize if this issue has been dealt with. If there is a thread on this issue please direct me to it.

Saturn Ion 2005

When I have the car in drive, only the right side of my car has a working DLR in in OFF position shown below.

When I have the car in drive and I put the headlamps in Parking Lamps mode, both are on but dimmed.

This problem makes me believe that the bulb is actually fine and that it might be a fuse problem.

Any help with this issue is greatly appreciated.

Does your car have automatic headlamps? I'm guessing not since the switch for auto headlamps doesn't have an OFF position.

The front turn signals serve as DRLs on your Ion, not the headlamps. Please clarify what bulbs are doing what. There's no reason for the headlamps to operate at reduced brightness.

Did you try checking for blown fuses?

Inside fuse box is located in the center of the dashboard, driver side footwell. also, have you taken out the bulbs and checked them to see if they are bad? also check what kind of bulbs you have, and make sure they are the correct bulbs

headlights are 9007
front/rear turn signals, and break lights are 3057 or 3157
reverse lights are 921
sadly, idk what the foglights are.
