Default 08 Outlook XR drivers seat back won't recline

I have a 2008 Outlook XR, which I bought brand new. When I try to recline the 8 way driver's power seat, the back of the seat only moves backwards about 1/2 inch and stops. When I try to incline it, the seat back moves forward the same amount. All other power functions of the seat work properly. Anyone know what might be wrong with it? Also, where is the reclining motor located, how do you gain access to it, and are they a replaceable part. I'm asking in advance in case it's the motor. Thanks so much for any assistance anyone can offer.
