Automatic or manual transmission? Does it do it all the time or is it intermittent?

If you can reset the idle by turning the key off and then back on, then the TPS needs replacing. Be careful where you purchase your TPS from, as some stores have the numbers confused. For instance, you are driving a '00. I drive a '99, but O'Reilly Auto recommends the TPS that's supposed to be used on your car for my car.

If idle is usually high, consider your temperature gauge, which should typically read 3/8 after at least 15 minutes of driving. If it always reads low, you may need a new thermostat (more likely) or a new ECTS (less likely...this is more likely to cause erratic or sporadic gauge readings).

Other suggestions:
1. Clean throttle body using lacquer thinner
2. Clean or replace idle air solenoid (IAC) using lacquer thinner. Be careful not to force the cone type valve. Replace it for about $30 if still high idle.

Most likely it is the TPS or IAC issue as previous posters have said, but it may be worth checking the following items as well-

You didn't mention checking the PCV elbows, line and valve. The elbows and lines can crack and will cause a high idle. It can come and go because the IAC motor will try to compensate for the leak but will get out of range so it resets itself and tries again (it isn't very smart). The PCV valve itself can be stuck open now and then. That can easily cause a high idle that comes and goes. Replace it with a fixed orifice type such as a PCV1009 instead (there are several other threads on this subject).

Also check for a bad seal on the MAP sensor. Make sure it is not split and that it has some spring to it (not hardened). And check for crud built up in the passage into the manifold that feeds it. If it is plugged it will cause a sluggish MAP response, or a completely false one. That will cause all sorts of issues.
