had this problem (a whining noise coming from the power steering) and it is now fixed. As the service bulletin states, the issue is that you need to OVER fill the power steering fluid level by 1.2 oz (about 8 teaspoons).
It took a day or two, but after doing that, the noise went away. Completely.
My theory on the reason this problem has become so much more noticable is that Saturn service doesn't exist any more. Now that we are all taking our vehicles to Chevy, or unrelated service groups, none of the techs see enough Outlooks to keep this issue in mind as they re-fill the power steering fluids.
Ours started having this problem once we got the oil changed twice at a local dealer. Again, my theory is that since the dealer did not know to over-fill the levels at the oil change, they didn't know what the problem was.
Try adding the 8-teaspoon (1.2 oz) extra before you spend money or heartache with the dealer. It worked for me.
