Default Headlight Harness Issue?

The passenger side headlight is not working. I changed the bulb and fuse, but the problem persists. Interestingly, according to my connectivity tester I have power to the socket, but the bulb won't light. I am assuming I have a problem with a ground. The ground is a rusted mess; the bolt the secures the ground is very rusted and virutally impossible to unscrew. I am at a loss. How do I fix this problem? Thanks in advance for your help. This forum has been a Godsend!

Grounds are switched on/off by the headlight switch. Power is constant. Rather awesome system for trouble shooting isn't it? lol
Which bulb isn't working? There's 2 (1 high on end, 1 low in middle,turn/park on other end). You also don't have a separate headlight harness from what I've seen.
Unless you actually have a '91-'96 SC2, with only 1 sealed beam bulb & separable headlight/motor harness.

...
The proper way to fix a S-Series automatic is to replace it with a 5spd O:)

I have high beams but no DTR lights or low beam headlights.
