Default Trouble diagnosing an SL1 start problem

After changing the oil in my '98 SL1 the other night, it will no longer start. Turning the key past the accessories position didn't seem to do anything. The power windows and a/c don't work (but the "accessories" like the radio still did). Because the ignition has acted funny for months (dinging that the keys were left in even when they weren't) I figured the ignition switch had gone out and replaced it.

After replacing the switch, however, the problem is similar, but slightly different. The accessories still work, and when I try starting the car the accessories (radio, wipers, etc) turn off as expected. However, it doesn't even try to turn the engine over, and the power windows and a/c still don't work.

Any ideas about what might be going on?

Before spending money and time, and committing to two keys, on the ignition switch, did you TEST (not just visually check, but TEST with an ohmmeter / continuity tester) EVERY fuse in BOTH fuse boxes? This sounds like a blown IGN 3 fuse.
