Me personally, I just bored out the intake side of my TB and port matched to my manifold, then polished. You'll see gains in throttle response and very little increase in mid-high rpm range because of the steady and faster air-flow. Gains can be more depending on what else you may have done to your engine. Remember, your engine will only take in as much air as it needs unless its forced.

I'm definitely not one of those 'pros,' but i'll give it a shot..
"Best"...? for performance? Or just a quality replacement? For when the throttle body is so large, and the return spring so heavy, that you need gear reduction between the gas pedal and the TB. Unless you have wimpy legs, go with the wider gear ratios. Gets the TB open faster.
