Default Replacing PCM

Hey i have Saturn 1999 SL1 and i am a 100% sure the pcm is at fault. I was wondering if i could use this to read the pcm and then flash that onto a new pcm. ebay.com/itm/New-MPPS-V13-02-Chip-Tuning-K-CAN-Flasher-Cable-ECU-Programming-Tool-/121527769134?hash=item1c4b9e982e&item=121527769134 &vxp=mtr

BTW this is my pcm: s4.postimg.org/5mq5vqfcd/Full_Size_Render.jpg

Also as a side note its kinda of weird that the pcm is for 97 Saturn and not a 99.

Thanks for any advice or help
