If you remove the CHIME fuse, you'll lose your rear window defogger. The problem is probably the contacts in the ignition switch that close when you put the key in. Either that, or the mechanism in the cylinder that activates it. When you remove the key, is the key cylinder flush with the surround, or is it recessed? Do you hear a distinct "click" when you remove the key?

That rust is probably on the engine cradle, aka. subframe. It's a bolt-on part, but is a fair amount of work to R&I. Plus, rust-free ones are only readily available outside the rust belt. Where are you located?
