Before I would do anything else, I would recharge the freon and look for any leaks. make sure expansion valve is ok.

I have a flir camera for my iPhone so it was piece of cake to find my leak.

I too was served a 1400 dollar quote once, the problem ended up being a $38 dollar leak fix and two cans of freon.
