I believe you're describing two separate problems. Reduced power mode in Saturn speak (commonly known as limp home mode) and Passlock security. Reduced power mode involves the ECM, pedal, throttle and associated wiring. The cel/mil should be on with stored codes. Reduced power mode isn't a security issue and shouldn't turn on security. Passlock security has four modes; ON, Off, blinking slowly and flashing quickly. Passlock security doesn't turn on reduced power mode. When Passlock flashes quickly, injectors are disabled to prevent a car thief from trying to drive away.
