Without being disrespectful, I don't think that you read through that FAQ item carefully enough. The instructions provided a guide to locate where the "Forum Tools" would be found.

Example: if you went to the Community Center

and scrolled down to "Threads in Forum" and then looked to the right of that title in the same horizontal box/bar you would see "Forum Tools" followed by "Search this Forum."
