I think that you would need the pump unit, and the two lines, as well as the rack and pinion. Not sure how its electronically controlled (variable effort) which could be an issue. You do not want full power steering while going 70 down a freeway.
Only the 1991-1992 S-Series are programmed to code the PCM, when the variable assist plug is not detected.

Variable assist pumps will interchange with non-NV7 P/S on the S-Series without issue.

Rack 'n' Pinion interchange for P/S are 1991-2002 Saturn S-Series, w/Power Steering. Difference is the sensor/valve on the pump assembly.

Manual Racks have a 4.0:1 turn lock to lock ratio.

Non-NV7 are 3.2:1

NV7(Variable-Assist) are 2.7:1
