If you have no experience prepping and repainting a car and you don't trust Maaco in your area, I would not try to learn on it. Check with others and find a reputable shop. Be prepared to pay plenty...

Sure, that cure process solves issues, but I would ask when was the last time the trans fluid was changed and a new spin on filter done?

It should be changed out at least every 30,000 miles,...

Maybe you should check for stored codes. Use a paper clip to probe the OBD1 connector and watch the dash lights and count the number of pulses to determine the code.

Possible, a vacuum leak. Try spraying the valve cover gasket area with brake cleaner and see if the idle really revs up or not.

How old is the battery, and presumably you have checked to be sure the battery leads are clean of corrosion AND tight connections?

I would remove the switch and gently, disassemble and clean/burnish the contacts. Usually this corrects it, without needing to replace the switch.
Ebay, rockauto and others sell the switch if needed.

Er, there is no distributor on y'all's saturn, it has 2 coil packs and an ignition module they plug into to 'distribute' the electric...

That downshift is normal for Saturn. Will downshift and kick up the RPMs around 30+ ish, totally normal.
Check the ECTS on the drivers side of the head, y'all may need to replace that since the old...

That insulation is primarily to dampen engine noise, not a fire protectant of sorts. All older cars had no insulation at all and remain that way.
