I'm kinda agreeing with fdryer. The ECTS is like a $7 part and is a notorious problem.

As far as the wiring goes, get underneath and check for anything obvious. A blown fuse should be pretty easy...

Although since the temp gauge drops but then comes back up, it sounds like it could be more in the connector or the wiring somewhere...
