The turn signal only runs with ignition on and has no effect on starting/ running issues. You're describing at least two different problems.

High idle should drop before coasting to a complete stop. That's the iacv controlled by the pcm raising and dropping idle rpm. If you have the original iacv, can it be cleaned and put back in?

The ac pressure sensor monitors internal high side pressures all the time. When it detects pressures below approximately 40 psi, a signal is sent to the ecm. The ecm disables power to the compressor....
